be followed and observed, and shall be binding upon Our said Legislative Council, unless the same or any of them shall be disallowed by Us.

XV. And in the enactment of Laws within Our said Colony, We do direct and enjoin that Our said Governor do observe the following rules and regulations (that is to say):-

XVI. Our said Legislative Council shall not be competent to act in any case unless five members at the least of such Legislative Council, in addition to Our said Governor, or to the member who may preside therein in his absence, shall be present at and throughout the meeting of such Legislative Council.

XVII. Our said Governor shall attend and preside in Our said Legislative Council, except when he may be prevented by some necessary and reasonable cause; and at any meeting of Our said Legislative Council which may be holden during his absence, the member shall preside who shall be first in precedence of those present.

XVIII. All questions proposed for debate in Our said Legislative Council shall be decided by the majority of votes, it being Our pleasure that Our said Governor or the member presiding in his absence, shall have an original vote, in common with the other members of Our said Legislative Council, and also a casting vote, if upon any question, the votes shall be equally divided.

XIX. It shall be competent for any Member of Our said Legislative Council to propose any question for debate therein, and, if such proposal shall be seconded by any other Member, such question shall be debated and disposed of accordingly, excepting only that no Ordinance shall be enacted, nor any vote or resolution passed, nor any question admitted to debate at Our said Legislative Council where the object of such Ordinance, vote, resolution, or question, may be to dispose of or charge any part of Our revenue arising within Our said Colony, unless such Ordinance, vote, resolution, or question shall have been first proposed by Our said Governor, or the proposal of the same shall have been expressly allowed or directed by him.

XX. Every Ordinance to be enacted by Our said Governor, with the advice and consent of Our said Legislative Council, shall henceforth be styled "Ordinance enacted by the Governor of Hong Kong, with the advice of the Legislative Council thereof."

XXI. All Ordinances made by Our said Governor with the advice and consent of Our said Legislative Council shall be distinguished by titles, and the Ordinances of each year shall be also distinguished by consecutive numbers, commencing in each successive year with the number one, and every such Ordinance shall be divided into successive clauses or paragraphs consecutively numbered, and to every such clause there shall be annexed in the margin a short summary of its contents.

XXII. In the passing of all Ordinances each different matter is to be provided for by a different Ordinance, without intermixing into one and the same Ordinance such things as have no proper relation to each other; and no clause is to ...
